Upon the submission ofsatisfactory evidence that no qualified librarian is available for appointmentas chief librarian, and upon written application by the Department of CulturalResources for issuance of a temporary certificate to an unqualified person whois available for the position, a temporary certificate, valid for one yearonly, may be issued to such persons by the Public Librarian CertificationCommission.
