(a) The Secretary shalldevelop and implement an adequate plan for the provision of drinking waterunder emergency circumstances. When the Secretary determines that emergency circumstancesexist with respect to a need for drinking water, the Secretary may take actionin accordance with the plan as necessary in order to provide drinking water.
(b) Emergencycircumstances shall exist whenever the available supply of drinking water isinadequate. (1979, c. 788, s. 1; 1983, c. 891, s. 2.)
