The Controller of theDepartment of Transportation shall allocate at the beginning of each fiscalyear from the various appropriations made to the Department of Transportationfor State Construction, State Funds to Match Federal Highway Aid, StateMaintenance, and Ferry Operations, sufficient funds to eliminate all overdraftson State maintenance and construction projects, and these allocations shall notbe diverted to other purposes.
