§ 136‑44.4.  Annualconstruction program; State primary and urban systems.

The Department ofTransportation shall develop an annual construction program for the state‑fundedimprovements on the primary and urban system highways and for all other federal‑aidconstruction programs which shall be approved by the Board of Transportation.It shall include a statement of the immediate and long‑range goals. TheDepartment shall develop criteria for determining priorities of projects toinsure that the long‑range goals and the statewide needs as a whole aremet, which shall be approved by the Board of Transportation. The annualconstruction program shall list all projects according to priority. A briefdescription of each project shall be given, identifying the highway number,county, nature of the improvement and the estimated cost of the project shallbe indicated. Other transportation systems shall be similarly identified.Copies of the most recent annual work program shall be made available to anymember of the General Assembly upon request. The Department of Transportationshall make annual reports after the completion of the fiscal year to be madeavailable to the legislative committees and subcommittees for highway matters,county commissioners, and other persons upon request.
