It shall be the duty of the boards of directors, managers, or trusteesof the several State institutions for the insane, or the several institutionsfor the deaf, dumb, and blind, and of the State Prison to submit theirrespective reports to the Governor, to be transmitted by him with his messageto the General Assembly.
