It is lawful to resort to the Contingency and Emergency Fund providedin the Appropriation Act for financial aid in the construction, alteration,renovation, or repair of any public building, when in the opinion of theGovernor and Council of State it is necessary to construct, alter, renovate, orrepair such building.
