Notwithstanding any otherprovision of this Chapter, the Director of the Budget may, upon request of theBoard of Governors of The University of North Carolina and after consultationwith the Joint Legislative Commission on Governmental Operations, approve: (i)expenditures to plan a capital improvement project of The University of NorthCarolina the planning for which is to be funded entirely with non‑GeneralFund money, (ii) expenditures for a capital improvement project of TheUniversity of North Carolina that is to be funded entirely with non‑GeneralFund money, or (iii) a change in the scope of any previously approved capitalimprovement project of The University of North Carolina provided that both theproject and change in scope are funded entirely with non‑General Fundmoney.
