The city council of every incorporated city shall pass one or moreordinances establishing and defining fire limits, which shall include theprincipal business portions of the city and which shall be known as primaryfire limits. In addition, the council may, in its dicretion, establish anddefine one or more separate areas within the city as secondary fire limits.
