Counties, cities and towns are hereby authorized to appropriate moneyfor payment to their respective instrumentalities, the North CarolinaAssociation of County Commissioners and the North Carolina League ofMunicipalities for the purpose of financing the cost, in whole or in part, ofpurchasing, constructing, equipping, maintaining and operating a localgovernment center in the City of Raleigh to serve as permanent headquarters forsaid organizations.
