Notwithstanding anyrestrictions or limitations contained in any law of this State, thewithdrawable accounts of any State association or of any federal associationhaving its principal office in this State, may be accepted by any agency,department or official of this State in any case wherein such agency,department or official acting in its or his official capacity requires thatsecurities be deposited with such agency, department or official.
