No policy of insurance otherthan life, annuity or accident and health may be written in North Carolina on agroup plan which insures a group of individuals under a master policy at rateslower than those charged for individual policies covering similar risks. Themaster policy and certificates, if any, shall be first approved by theCommissioner and the rate, premiums or other essential information shall beshown on the certificate. (1945, c. 377.)
