Any participating unit oflocal government is hereby authorized to make advances, from any moneys thatmay be available for such purpose, in connection with the creation of thespecial airport district and to provide for the preliminary expenses of suchdistrict. Any such advances may be repaid to such participating units of localgovernment from the proceeds of the bonds issued by such district or from otheravailable funds of the district.
