§ 77‑111.  Commissionsestablished; purposes.

There is established theCatawba/Wateree River Basin Advisory Commission and the Yadkin/Pee Dee RiverBasin Advisory Commission. The commissions shall be constituted as described inthis Article and there shall be a separate commission for each river basin. Thecommissions shall be permanent bodies composed of members from the State ofNorth Carolina and the State of South Carolina. The purpose of each commissionshall be to:

(1)        Provide guidance andmake recommendations to local, state, and federal legislative andadministrative bodies, and to others as it considers necessary and appropriate,for the use, stewardship, and enhancement of the water, and other naturalresources, for all citizens within the river basins.

(2)        Provide a forum fordiscussion of issues affecting the river basin's water quantity and waterquality, and issues affecting other natural resources.

(3)        Promotecommunication, coordination, and education among stakeholders within the riverbasins.

(4)        Identify problemsand recommend appropriate solutions.

(5)        Undertake studiesrelated to water quantity, water quality, and other natural resources in theriver basin based on existing data available from agencies located in eitherstate.

(6)        Determine theoptimum approach to comprehensively and collaboratively provide recommendationsfor integrated river management including, but not limited to, the totalassimilative capacity of the river basin. (2004‑83, s. 1.)
