The commissions shall submitannual reports, including any recommendations, on or before 1 October of eachyear to the Governor of North Carolina, the Environmental Review Commission ofthe General Assembly of North Carolina, the Governor of South Carolina, and theGeneral Assembly of South Carolina, as the Governor, the General Assembly ofSouth Carolina, or the Commissioner of the South Carolina Department of Healthand Environmental Control shall provide.
