It is the purpose of thisArticle to protect the public health and safety by ensuring the integrity andcompetence of well contractors, to protect and beneficially develop thegroundwater resources of the State, to require the examination of wellcontractors and the certification of their competency to supervise or conductwell contractor activity, and to establish procedures for the examination andcertification of well contractors.
