The Commission, with theadvice and assistance of the Secretary, shall establish minimum requirements ofeducation, experience, and knowledge for each type of certification for wellcontractors and shall establish procedures for receiving applications forcertification, conducting examinations, and making investigations of applicantsas may be necessary and appropriate so that prompt and fair consideration willbe given to each applicant.
