(a) No person shalloperate or permit to be operated or use any device subject to the provisions ofthis Article without a valid registration certificate.
(b) Operators ofdevices subject to the provisions of this Article shall apply to theCommissioner of Labor, on forms provided by the Commissioner, for registrationof the devices that the operator owns or manages, or the operation of which theoperator directs. The application shall contain information that theCommissioner may reasonably require in order for the Commissioner to determinewhether the passenger tramway sought to be registered by the operator complieswith the intent of this Article and the rules adopted by the Commissioner.
