The Commissioner may cause tobe made such inspections of the construction, operation, and maintenance ofpassenger tramways as he shall deem to be reasonably necessary. If, as theresult of an inspection, it is found that a violation of the Commissioner'srules and regulations exists, or a condition in passenger tramway construction,operation or maintenance exists, which endangers safety of the public, animmediate report shall be made to the Commissioner for appropriateinvestigation and order.
