15.137 Same; councils.15.137(1)
(1) Agricultural producer security council.15.137(1)(a)
(a) There is created in the department of agriculture, trade and consumer protection an agricultural producer security council consisting of the following members appointed by the secretary of agriculture for 3-year terms:15.137(1)(a)1.
1. One person representing the Farmers' Educational and Cooperative Union of America, Wisconsin Division.15.137(1)(a)2.
2. One person representing the Midwest Food Processors Association, Inc.15.137(1)(a)3.
3. One person representing the National Farmers' Organization, Inc.15.137(1)(a)4.
4. One person representing the Wisconsin Agri-Service Association, Inc.15.137(1)(a)5.
5. One person representing the Wisconsin Cheese Makers Association.15.137(1)(a)6.
6. One person representing both the Wisconsin Corn Growers Association, Inc., and the Wisconsin Soybean Association, Inc.15.137(1)(a)7.
7. One person representing the Wisconsin Dairy Products Association, Inc.15.137(1)(a)8.
8. One person representing the Wisconsin Farm Bureau Federation.15.137(1)(a)9.
9. One person representing the Wisconsin Federation of Cooperatives.15.137(1)(a)10.
10. One person representing the Wisconsin Potato and Vegetable Growers Association, Inc.15.137(1)(b)
(b) Each organization identified in par. (a) shall nominate 2 persons to represent that organization on the agricultural producer security council. The secretary of agriculture, trade and consumer protection shall appoint members from among the nominees.15.137(2)
(2) Agricultural education and workforce development council.15.137(2)(a)
(a) There is created in the department of agriculture, trade and consumer protection an agricultural education and workforce development council consisting of the following members:15.137(2)(a)1.
1. The secretary of agriculture, trade and consumer protection or his or her designee.15.137(2)(a)2.
2. The state superintendent of public instruction or his or her designee.15.137(2)(a)3.
3. The secretary of workforce development or his or her designee.15.137(2)(a)3m.
3m. The secretary of commerce or his or her designee.15.137(2)(a)4.
4. The secretary of natural resources or his or her designee.15.137(2)(a)5.
5. The president of the University of Wisconsin System or his or her designee.15.137(2)(a)6.
6. The director of the technical college system or his or her designee.15.137(2)(a)7.
7. The chancellor of the University of Wisconsin-Extension or his or her designee.15.137(2)(a)8.
8. A member chosen jointly by the dean of the College of Agricultural and Life Sciences of the University of Wisconsin-Madison, the dean of the School of Veterinary Medicine of the University of Wisconsin-Madison, the dean of the College of Business, Industry, Life Science, and Agriculture of the University of Wisconsin-Platteville, the dean of the College of Agriculture, Food, and Environmental Sciences of the University of Wisconsin-River Falls, and the dean of the College of Natural Resources of the University of Wisconsin-Stevens Point to represent the colleges and school.15.137(2)(a)8g.
8g. A technical college district director appointed by the director of the technical college system.15.137(2)(a)8r.
8r. A technical college dean with authority over agricultural programs appointed by the director of the technical college system.15.137(2)(a)9.
9. The chairpersons of one senate standing committee and one assembly standing committee concerned with education, appointed as are members of standing committees.15.137(2)(a)10.
10. The chairpersons of one senate standing committee and one assembly standing committee concerned with agriculture, appointed as are members of standing committees.15.137(2)(a)11.
11. A representative of the Wisconsin Association of Agricultural Educators.15.137(2)(a)12.
12. Two representatives of general agriculture.15.137(2)(a)13.
13. Two representatives of agribusiness.15.137(2)(a)14.
14. A representative of environmental stewardship interests.15.137(2)(a)15.
15. A representative of businesses related to natural resources.15.137(2)(a)16.
16. A representative of businesses related to plant agriculture.15.137(2)(a)17.
17. A representative of landscaping, golf course, greenhouse, floral, and related businesses.15.137(2)(a)18.
18. A representative of food product and food processing businesses.15.137(2)(a)19.
19. A representative of businesses related to animal agriculture.15.137(2)(a)20.
20. A representative of businesses related to renewable energy.15.137(2)(a)21.
21. A representative of agricultural communication interests.15.137(2)(a)22.
22. A representative of businesses providing engineering, mechanical, electronic, and power services relating to agriculture.15.137(2)(a)23.
23. A representative of the board of agriculture, trade and consumer protection.15.137(2)(a)24.
24. A teacher who teaches classes in science, vocational technology, business, math, or a similar field.15.137(2)(a)25.
25. A school guidance counselor.15.137(2)(a)26.
26. A school board member.15.137(2)(a)27.
27. A school district administrator.15.137(2)(b)
(b) A person who is authorized under par. (a) 1. to 7. to appoint a designee may only appoint a designee who is an employee or appointive officer of the person's department or educational institution and who has sufficient authority to deploy department or system resources and directly influence department or educational institution decision making.15.137(2)(c)
(c) The secretary of agriculture, trade and consumer protection shall appoint members of the council under par. (a) 11. to 23. to serve for 3-year terms. A member under par. (a) 11. to 23. may not serve more than 2 consecutive terms on the council.15.137(2)(cm)
(cm) The superintendent of public instruction shall appoint members of the council under par. (a) 24. to 27. to serve for 3-year terms. A member under par. (a) 24. to 27. may not serve more than 2 consecutive terms on the council.15.137(3)
(3) Farm to school council.15.137(3)(a)
(a) There is created in the department of agriculture, trade and consumer protection a farm to school council.15.137(3)(b)
(b) The secretary of agriculture, trade and consumer protection shall appoint to the council an employee of the department and shall appoint farmers, experts in child health, school food service personnel, and other persons with interests in agriculture, nutrition, and education.15.137(3)(c)
(c) The secretary of health services shall appoint to the council an employee of the department of health services.15.137(3)(d)
(d) The superintendent of public instruction shall appoint to the council an employee of the department of public instruction.15.137(5)
(5) Fertilizer research council. There is created in the department of agriculture, trade and consumer protection a fertilizer research council consisting of the following members:15.137(5)(a)
(a) Nonvoting members. The secretary of agriculture, trade and consumer protection, the secretary of natural resources and the dean of the College of Agricultural and Life Sciences at the University of Wisconsin-Madison, or their designees, shall serve as nonvoting members.15.137(5)(b)
(b) Voting members.15.137(5)(b)1.
1. Six voting members shall be appointed jointly by the secretary of the department of agriculture, trade and consumer protection and the dean of the College of Agricultural and Life Sciences at the University of Wisconsin-Madison, to serve for 3-year terms. Three of the members appointed under this subdivision shall be industry representatives selected from a list of candidates provided by the fertilizer industry. Three of the members appointed under this subdivision shall represent farmers who are crop producers.15.137(5)(b)2.
2. One voting member shall be appointed by the secretary of natural resources to serve for a 3-year term. The member appointed under this subdivision shall be knowledgeable about water quality.15.137(5)(b)3.
3. No voting member may serve more than 2 consecutive 3-year terms.15.137(6)
(6) Bioenergy council. There is created a bioenergy council which is attached to the department of agriculture, trade and consumer protection under s. 15.03. The secretary of agriculture, trade and consumer protection shall appoint the members of the council, to serve at the pleasure of the secretary.15.137 - ANNOT.
