Property excluded.

Notwithstanding Section 9-14D-1, neither this chapter nor Article 2 of Chapter 14 shall apply to the following described real property: POC (Point of Commencement) SW Corner Section 16, T9S, R4E; thence N 89 degrees 49'16"E, 5,290ft to a calculated point in Lake Shelby, being the SE corner of Section 16: Thence South 664ft to a point, on the south ROW (Right Of Way) of State Route 182 and the east boundary of a deed with restrictions (Deed Book 55n.s., Page 363-4, Baldwin Co.), being the POB (Point of Beginning); thence eastwardly along said ROW for 2,644ft more or less to a point; thence south leaving said ROW and passing east of existing cul-de-sac for 351ft more or less to the CCL (Coastal Construction Line); thence westward along CCL (Coastal Construction Line) for 2,592ft more or less to a point on the East boundary of a said deed; thence north leaving CCL (Coastal Construction Line) and along East boundary of said deed for 826ft more or less back to the POB all containing 29.1 Ac +/-; nor shall any of these provisions apply to utility or other easements, highway rights of way, or imposition of conservation restrictions. Provided, however, that subsection (b) of Section 9-14-24 and Sections 9-15-71 through 9-15-80 shall apply to any lease or other conveyance of the above described real property, and that any bid specifications, proposals, request for information, request for proposals or bids, bids, appraisals, plans, architectural renderings, memoranda of understanding, leases or other conveyances, or documents in furtherance of any leases or other conveyances of the above described real property shall be approved by a majority vote of the Joint Legislative Committee on State Parks. Any convention center built on the real property described above shall be operated by the Department of Conservation and Natural Resources in accordance with the Merit System Act, and its construction shall be competitively bid according to all laws and regulations required for the construction of public buildings of similar purpose.
