26-114. General staff; appointment; meetings; expenses A. There shall be a general staff which shall be an advisory board to the governor in all military affairs of the state. The general staff shall consist of the adjutant general and four officers of the national guard above the grade of captain, who shall be appointed by the governor. The officers appointed shall be selected on the basis of special knowledge possessed by them of their arm of the service. Detail for general staff duty shall not create a vacancy in the organization from which the detail is made. B. The general staff shall meet in the office of the adjutant general semiannually in January and July and at other times the governor directs. The senior officer present shall preside. All records for the transaction of military business which requires attention of the general staff shall be kept in the office of the adjutant general. C. Expenditures necessary for meetings of the general staff shall be paid from funds appropriated to the national guard. |
