SECTION 52050-52056



52050.  The members of the governing body shall, ex officio, be the
commissioners of the authority except in the case of an area energy
authority, as provided by Section 52031.



52051.  The powers and functions of an authority are vested in its
commissioners.



52052.  A majority of the commissioners constitutes a quorum for
purposes of conducting the business of the authority. The
commissioners shall act by majority vote thereof.



52053.  The authority may adopt rules and regulations not in
conflict with law.



52054.  The records of the authority shall be open to public
inspection pursuant to the California Public Records Act (Chapter 3.5
(commencing with Section 6250) of Division 7 of Title 1).



52055.  The commissioners shall provide by resolution for the time
and place of holding their regular meetings. Special meetings may be
called by the chairperson or by two commissioners, and notice thereof
shall be mailed to each commissioner and posted in a public place at
least 48 hours before the meeting. All meetings of an authority
shall be open and public in accordance with the Ralph M. Brown Act
(Chapter 5 (commencing with Section 54950) of Part 1).

necessary for any purpose of the authority.
