SECTION 71270-71282



71270.  The board is the governing body of the district.



71271.  The board shall hold its first meeting as soon as possible
after the election and certification of the first board of directors
and not later than the sixth Monday after the date of the formation
election.


71272.  At its first meeting, the board shall provide for the time
and place of holding its meetings and the manner in which its special
meetings may be called.



71273.  At its first meeting, and at its first meeting in the month
of January of each odd-numbered year, the board shall elect one of
its members president. The board may at any meeting elect one of its
members vice president. If the president is absent or unable to act,
the vice president shall exercise the powers of the president granted
in this division.



71274.  A majority of the board shall constitute a quorum for the
transaction of business; however, no ordinance, motion or resolution
shall be passed to become effective without the affirmative vote of a
majority of the members of the board.



71276.  The board shall act only by ordinance, resolution, or
motion.


71277.  On all ordinances the roll shall be called and the ayes and
noes recorded in the journal of the proceedings of the board.



71278.  Resolutions and motions may be adopted by voice vote, but on
demand of any member of the board the roll shall be called.



71279.  Votes of the members of the board shall not be cast or
exercised by proxy.



71280.  The enacting clause of all ordinances passed by the board
shall be: "Be it ordained by the Board of Directors of ____ Municipal
Water District as follows:".



71281.  The board may enact any ordinance which adopts any code by
reference following the procedures, definitions and provisions of
Article 2 (commencing with Section 50020) of Chapter 1, Part 1,
Division 1, Title 5 of the Government Code so far as they may be
applicable.



71282.  A district may destroy a record pursuant to Chapter 7
(commencing with Section 60200) of Division 1 of Title 6 of the
Government Code.
