        28N.1  MISSISSIPPI RIVER PARTNERSHIP COUNCIL --
      FINDINGS.
         The state of Iowa finds and declares all of the following:
         1.  The preservation, enhancement, and intelligent use of the
      Mississippi river is in the ecological and economic interests of the
      citizens of the state of Iowa.
         2.  The public interest is advanced by the stimulation of
      sustainable economic development initiatives and watershed management
      projects by local, state, and federal agencies, local communities,
      not-for-profit conservation organizations, and private landowners and
      other stakeholders along the Mississippi river.
