Chapter 24.--DRAINAGE AND LEVEES
Article 4.--DRAINAGE DISTRICTS WITHIN COUNTIES OR CITIES

      24-419.   Board to determine work to be done; surveys; estimates;reports.That the board of directors, subject to the limitations contained in thenext preceding section, shall have power and it shall be its duty todetermine what work is necessary to be done, levees constructed or otherimprovements made to protect its district from overflow or damage andinjury resulting therefrom, and whether the cost thereof shall be defrayedby issuing bonds to be paid by the levy of general taxes or by the levy ofspecial taxes or assessments; but before any bonds shall be issued, specialtaxes levied or liability of any kind incurred by it, the board ofdirectors shall cause accurate surveys of all work deemed necessary by itto be done, and accurate estimates and calculations to be made by somecompetent engineer, who shall make a written report thereof, showing theamount, character and kind of work to be done and the location and probablecost thereof, and return and file the same, with all plans andspecifications, in the office of its secretary, which report shall at alltimes be open to public inspection.
