Chapter 32.--WILDLIFE, PARKS AND RECREATION
Article 9.--LICENSES, PERMITS, STAMPS AND OTHER ISSUES

      32-954.   Field trial permit or commercial dogtraining permit.(a) Except as provided in subsection (b), a field trial permit orcommercial dog training permit is required to usewild or pen-raised game birds, game animals, coyotes, furbearing animals orother wildlife in a field trial or in training dogs on a commercial basis.

      (b)   A field trial permit shall not be required for a licensed controlledshooting area to conduct a field trial using game birds during the controlledshooting area operation season as established by K.S.A. 32-946, and amendmentsthereto.

      (c)   Any person who desires toconduct any activitydescribed insubsection (a) may apply to the secretary for a field trial permit orcommercial dog training permit. The fee prescribed pursuant to K.S.A.32-988, and amendments thereto, shall accompany the application. Uponreceipt of the application and fee,the secretary may issue the requested permit to the applicant.

      (d)   Unless otherwise provided by law or rules andregulations of thesecretary, a field trial permit or commercial dog training permit is validfrom the date issued and expires on December 31 following its issuance.

      (e)   The secretary shall adopt, in accordance with K.S.A.32-805, and amendments thereto, such rules and regulations as necessarytoimplement this section. The secretary may adopt, in accordance with K.S.A.32-805, and amendments thereto, rules and regulations providing forthe use of wild or pen-raised game birds, game animals, coyotes,furbearing animals or other wildlife in field trials and in trainingdogs, establishing conditions and restrictions regulating such use andproviding for the hunting, shooting and taking of banded pen-raised gamebirds for a certain time on a specified area by a dog trainer orby participants in a field trial event sponsored by a recognized group.

      (f)   In addition to any other penalty prescribed by law,failure tocomply with the wildlife laws of this state or rules and regulations of thesecretary shall be grounds for the secretary to refuse to issue, refuse torenew, suspend or revoke a field trial permit or commercial dog trainingpermit.
