13A.221 Division of subject matter of administrative regulation.
(1) An administrative body shall divide the general subject matter of administrative
regulations it promulgates into topics. A separate administrative regulation shall be promulgated for each topic.
(2) An administrative body shall not incorporate all material relating to a general
subject matter in one (1) administrative regulation. Material incorporated by reference shall be incorporated by reference in the administrative regulation governing the specific topic to which the material relates.
(3) When an administrative regulation is amended, it shall be amended or repealed,
whichever is applicable, to comply with the requirements of KRS Chapter 13A.
