16.030 Qualifications of commissioner.
The commissioner shall be more than twenty-eight (28) years of age; shall be a citizen of <br>the United States; and shall be selected on the basis of training, experience and <br>qualifications for this position and preferably shall have at least five (5) years experience <br>in public or police administration.
