As used in KRS 67A.840 to 67A.850 and KRS 91A.390, unless the context clearly <br>indicates otherwise: <br>(1) &quot;Conservation easement&quot; means an interest in land, less than fee simple, which restricts or prevents the development or improvement of the land in the fashion <br>provided in the instrument of conveyance by which the easement is created; (2) &quot;Development right&quot; means an interest in real property established under a purchase of development rights program which is made severable from the parcel to which <br>the interest is appurtenant and which may be purchased as provided for in the <br>program; and (3) &quot;Purchase of development rights program&quot; or &quot;PDR program&quot; or &quot;program&quot; means a comprehensive program providing for the establishment and purchase of <br>development rights in accordance with the requirements of KRS 67A.840 to <br>67A.850 and KRS 91A.390.
