No constable or deputy constable in any county containing a population of over 250,000 <br>shall make, participate in making, or knowingly permit another to make a false entry, or <br>omit, or participate in or permit the omission of, any proper entry, in his official books or <br>records, or knowingly make or participate in the making of any false statement or report, <br>with intent to cheat or defraud the state, the county or any person.
