77.005 Definitions for chapter. As used in this chapter, unless the context requires otherwise: <br>(1) &quot;Legislative body&quot; means the chief legislative body of the city, whether it is the board of aldermen, general council, board of commissioners, or otherwise; (2) &quot;Air contaminant&quot; or &quot;air contaminants&quot; includes smoke, charred paper, dust, soot, grime, carbon, noxious acids, fumes, gases, odors, or particulate matter, or any <br>combination thereof; (3) &quot;District&quot; means an air pollution control district; <br>(4) &quot;Person&quot; means any individual, firm, copartnership, joint adventure, association, corporation, social club, fraternal organization, estate, trust, receiver, syndicate, any <br>county, city, municipality, district (for air pollution control or otherwise), or other <br>political subdivision, or any group or combination acting as a unit, and the plural as <br>well as the singular unit; (5) &quot;Ringelmann Chart&quot; means that standard published by the United States Bureau of Mines to determine the density of smoke.
