98.010 Department of public welfare -- Powers -- Duties. The department of public welfare of cities of the first class shall be under the supervision <br>and direction of a director to be designated director of welfare, and shall, except as <br>otherwise provided by law, have exclusive control, under the acts of the General <br>Assembly and the ordinances of the legislative body of said cities, of all matters relating <br>to the provision for and the supervision of the care of dependents and persons mentally <br>deficient; the investigation of conditions that develop dependency, delinquency and <br>mental deficiency; the education of the public regarding such conditions and the adoption <br>of remedial measures; the supervision of public baths, comfort stations and cemeteries, <br>the home for the aged and infirm, and the city workhouse; and may prescribe rules and <br>regulations for the government and discipline of the inmates of the city's charitable and <br>penal institutions; and the supervision of the maintenance at the University of Louisville <br>of classes in social welfare in order to provide trained workers for service in said <br>department; and such other matters as may by ordinance be placed under the control of <br>the said department not in conflict with any act of the General Assembly. The director of <br>welfare shall have the power to organize the said department for administrative purposes <br>into such divisions as may be necessary for the proper conduct of the business of said <br>department, and to appoint heads or chiefs of such divisions, who, under the supervision <br>and control of said director, shall have the direction of such divisions.
