It shall be unlawful for: <br>(1) Any stamping agent or distributor to affix a stamp to a package or other container of cigarettes of a tobacco product manufacturer or brand family not included in the <br>directory; or (2) Any retailer to sell cigarettes from a tobacco product manufacturer or brand family sixty-one (61) days or more after the effective date of the removal of the tobacco <br>product manufacturer or brand family from the directory.
