At the time a water utility requests a state agency to take action required to allow the <br>transfer between water utilities of drinking water within or into the watershed of the <br>Kentucky River basin, the water utility shall notify the authority of the request that has <br>been made for state agency action. The authority shall review the request and comment on <br>the requested transfer to the state agency within the time period for the review by the state <br>agency.
