In counties with cities of the first class or a consolidated local government and cities <br>within those counties, a permit to rebuild a commercial business on property contiguous <br>to a river, and a permit to rebuild single-family dwellings on properties contiguous to a <br>river, shall be issued if the construction plans meet the requirements of any local <br>floodplain ordinance.
