Adjudication of costs upon dismissal of plaintiff's suit--in othercases.
514.170. Upon the plaintiff dismissing his suit, ordefendant dismissing the same for want of prosecution, thedefendant shall recover against the plaintiff his costs; and inall other cases it shall be in the discretion of the court toaward costs or not, except in those cases in which a differentprovision is made by law.
