Definitions.

267.670. As used in sections 267.670 to 267.730, unless thecontext clearly indicates otherwise, the following words shallmean:

(1) "Accredited approved veterinarian", a veterinarian whohas been accredited by the United States Department ofAgriculture and approved by the state department of agricultureand who is duly licensed under the laws of Missouri to engage inthe practice of veterinary medicine, or a veterinarian domiciledand practicing veterinary medicine in a state other thanMissouri, duly licensed under laws of the state in which heresides, accredited by the United States Department ofAgriculture, and approved by the chief livestock sanitaryofficial of that state;

(2) "Area", one or more counties or portions thereof;

(3) "Certified scabies free area", an area in which allsheep or goats have been inspected by a representative of theMissouri department of agriculture or of the animal diseaseeradication division of the United States Department ofAgriculture and are found to be free of any evidence of scabiesand such fact is certified to by both agencies;

(4) "Department", the department of agriculture of the stateof Missouri. When the department of agriculture is charged toperform a duty, the duty may be performed by the director ofagriculture of the state of Missouri or by the state veterinarianof the state of Missouri or his duly authorized deputies;

(5) "Division", the animal disease eradication division ofthe agricultural research service of the United States Departmentof Agriculture;

(6) "Infected animal", an animal of the ovine, caprine, orbovine species which shows clinical evidence of scabies or inwhich the presence of the scabies mite is demonstrated;

(7) "Licensed market", a market as defined and licensedunder chapter 277, RSMo;

(8) "Official health certificate", a legal record coveringthe requirements of the state of Missouri executed on an officialform of the standard size from the state of origin and approvedby the proper livestock sanitary official of the state of originor an equivalent form provided by the United States Department ofAgriculture and issued by an approved, accredited, licensed,graduate veterinarian;

(9) "Public stockyards market", any public stockyardslocated within the state of Missouri and subject to regulationsof the United States Department of Agriculture or the Missouridepartment of agriculture;

(10) "Scabies", a communicable skin disease caused byinfestation with mites of the species psroptes, sarcoptes,chorioptes or psorergates;

(11) "Trader" or "dealer", any person engaged in thebusiness of buying, selling or exchange of livestock on any basisother than on a commission basis at any sale pen, concentrationpoint, farm, truck or other conveyance including persons employedas an agent of the vendor or purchaser excluding publicstockyards under federal supervision or markets licensed undersections 267.670 to 267.730 and under the supervision of thedepartment, breed association sales or any private farm sale.
