Qualifications for permit--grounds for refusal of issuance, review,notice.

269.075. 1. Permits provided for in this chapter shall begranted only to those persons, corporations, and associations whoare competent to operate or maintain a dead animal transportationservice or dead animal substation in such manner as to safeguardthe interest of the public and only then after the applicant hasprovided satisfactory proof to the department that he hassatisfied all requirements imposed upon him by this chapter andthe rules and regulations promulgated thereunder.

2. The state veterinarian may refuse to issue a permit toany person known by him to be guilty of any of the acts orpractices specified in this chapter or to any person previouslypermitted whose permit has been revoked or to any association orcopartnership of which such person is a member, or to anycorporation of which such person is an officer or in which as astockholder such person has or exercises a controlling interesteither directly or indirectly.

3. Any person denied a permit or the right to be examinedshall be notified by the state veterinarian in writing statingthe reasons for the denial or refusal to examine the applicationand inform the person so denied or refused of his right torequest a hearing, conducted pursuant to chapter 536, RSMo, todetermine whether or not he is qualified to be licensed orpermitted. All notices hereunder shall be sent by registered orcertified mail to the last known address of the applicant.
