Information confidential, exceptions.

276.551. 1. Unless in accordance with a judicial order, andexcept in accordance with other provisions of sections 276.401 to276.581, the director, the department, its counsel, auditors, orits other employees or agents shall not divulge any informationdisclosed by the applications or reports filed or inspectionsperformed under the provisions of sections 276.401 to 276.581 andregulations promulgated hereunder, except to agents and employeesof the department or to any other legal representatives of thestate or federal government otherwise empowered to see or reviewsuch information; provided, the director may, upon writtenapplication of any person, disclose or direct any auditor oremployee of the department to disclose any information which, inthe opinion of the director, the person applying for the same isentitled to receive.

2. The director may disclose information contained inapplications, reports, or inspections only in the form of aninformation summary or profile, or statistical study based upondata provided with respect to more than one grain dealer whichdoes not identify the grain dealer to which the informationapplies.

3. The director may, at his discretion, disclose the fact oflicensing and any other information which appears on the face ofthe grain dealer's license.

4. Subject to other provisions of sections 276.401 to276.581 this section shall not prevent the taking of sworntestimony at a public hearing with respect to violations ofsections 276.401 to 276.581 or regulations promulgated pursuanthereto.

5. Any duly authorized officer or employee, appointed underthe provisions of sections 276.401 to 276.581 and regulationspromulgated hereunder who violates the provisions of this sectionis, upon conviction, guilty of a class B misdemeanor.
