Powers and duties of director--rules and regulations.

276.626. The director shall exercise the following powers and duties:

(1) Promulgate such rules and regulations pursuant to section 276.406and chapter 536, RSMo, as he deems necessary to implement and supplementsections 276.600 to 276.661 and provide for the orderly administration ofthese sections. The senate committee on agriculture, conservation and parksand the house committee on agribusiness shall receive copies of any proposedrules and regulations prior to submission to the secretary of state;

(2) Require the necessary record keeping by livestock dealers;

(3) Request the attorney general to take civil action against alivestock dealer found to be in violation of any provision of sections 276.600to 276.661. The circuit courts are hereby authorized to take jurisdiction ofall such actions. Any person in violation of any provision of sections276.600 to 276.661 is subject to a penalty not to exceed ten thousand dollarsfor each violation;

(4) Subpoena any record required by sections 276.600 to 276.661 or anyrule or regulation promulgated hereunder of any person operating as alivestock dealer, or of any person acting for or on behalf of, or providing aservice to a livestock dealer;

(5) Designate representatives.
