Records, authority to inspect--subpoena powers--financial recordsconfidential, exception.

277.120. The state veterinarian or his duly authorizedrepresentative may inspect the records of any livestock sales ormarket licensee, at any reasonable time, to determine the originand destination of any livestock handled by the licensee, or todetermine if any provision of this chapter has been violated. Inaddition, the state veterinarian may subpoena any market recordor any record relating to a market transaction. Such subpoenashall be enforceable in the circuit court of the county in whichthe livestock market is located or wherein any livestock saletransaction is consummated. Any documents or records obtained bythe state veterinarian or his representatives which reveal thefinancial condition of a licensee shall be deemed confidential,and shall not be disclosed except at a hearing before thedirector or a court.
