278.190. The notice of hearing on the formation of asubdistrict shall be by publication once each week for twoconsecutive weeks in some newspaper of general circulationpublished in the county, the last publication of which shall benot less than ten days prior to the day set for the hearing onthe petition. Proof of service shall be made by affidavit of thepublisher, and be on file with the secretary of the soil andwater district at the time the hearing begins. Notice of thereferendum shall be made in the same manner.
