Land improvement contractors' commercial motor vehicles, registration,fee--license plates--rulemaking.

301.064. 1. The annual registration fee for a land improvementcontractors' commercial motor vehicle is three hundred and fifty dollars.The maximum gross weight for which such a vehicle may be registered isseventy-three thousand two hundred and eighty pounds. Transporting forhire by such a motor vehicle is prohibited.

2. Upon application to the director of revenue accompanied by anaffidavit signed by the owner or owners stating that the motor vehicle tobe licensed as a land improvement contractors' commercial motor vehicleshall not be operated in any manner other than as prescribed in section301.010, and by the amount of the registration fee prescribed in subsection1 of this section**, and otherwise complying with the laws relating to theregistration and licensing of motor vehicles, the owner or owners shall beissued a distinctive set of land improvement contractors' license plates.The director of revenue shall by regulation determine the characteristicfeatures of land improvement contractors' license plates so that they maybe readily identified as such.

The advisory committeeestablished in section 301.129 shall determine the characteristic featuresof land improvement contractors' license plates so that they may be readilyidentified as such, except that such license plates shall be made withfully reflective material with a common color scheme and design, shall beclearly visible at night, and shall be aesthetically attractive, asprescribed by section 301.130. Any rule or portion of a rule promulgatedpursuant to sections 301.010, 301.057, 301.058, and 301.064 may besuspended by the committee on administrative rules until such time as thegeneral assembly may by concurrent resolution reinstate such rule.
