301.2998. Notwithstanding any other provisions of this chapter, whichestablishes the issuance of a specialty plate, if no applications for suchplate have been received within five years from the effective date of thesection authorizing the plate, then the department of revenue no longerwill be required to accept applications and issue such plate.
