Springfield Zoo special license plate, application, fees.

301.3049. 1. Any member of the Springfield Zoo, after an annualpayment of an emblem-use authorization fee to the Springfield Zoo, mayreceive special license plates for any vehicle the person owns, eithersolely or jointly, other than an apportioned motor vehicle or a commercialmotor vehicle licensed in excess of eighteen thousand pounds gross weight.The Springfield Zoo hereby authorizes the use of its official emblem to beaffixed on multiyear personalized license plates as provided in thissection. Any contribution to the Springfield Zoo derived from thissection, except reasonable administrative costs, shall be used solely forthe purposes of the Springfield Zoo. Any member of the Springfield Zoo mayannually apply for the use of the emblem.

2. Upon annual application and payment of a thirty-five dollaremblem-use contribution to the Springfield Zoo, the Springfield Zoo shallissue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented by the vehicle owner tothe director of revenue at the time of registration. Upon presentation ofthe annual statement and payment of a fifteen dollar fee in addition to theregular registration fees and presentation of documents which may berequired by law, the director of revenue shall issue to the vehicle owner aspecial license plate which shall bear the emblem of the Springfield Zoo.Such license plates shall be made with fully reflective material with acommon color scheme and design, shall be clearly visible at night, andshall be aesthetically attractive, as prescribed by section 301.130.Notwithstanding the provisions of section 301.144, no additional fee shallbe charged for the personalization of license plates issued pursuant tothis section.

3. A vehicle owner who was previously issued a plate with theSpringfield Zoo's emblem authorized by this section, but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear theSpringfield Zoo's emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the enforcement ofthis section, and shall design all necessary forms required by thissection.
