Shrine temple, special license plates--emblem authorization,application procedure, fees, design.

301.3051. 1. Any member of the Ancient Arabic Order, Nobles of theMystic Shrine of North America (Shriners) or any person living within thestate of Missouri and who has a motor vehicle which complies with theprovisions of section 303.025, RSMo, may receive special license plates asprescribed in this section after an annual payment of an emblem-useauthorization fee to the Shrine temple to which the person is a member ingood standing. The Shrine temple described in this section shall authorizethe use of its official emblem to be affixed on multiyear personalizedlicense plates as provided in this section. Any contribution to suchShrine temple derived from this section, except reasonable administrativecosts, shall be contributed to the Shriners Hospitals for Crippled andBurned Children. Any member of such Shrine temple may annually apply tothe temple for the use of the emblem.

2. Upon annual application and payment of a twenty-five-dollaremblem-use contribution to the Shrine temple, the temple shall issue to thevehicle owner, without further charge, an emblem-use authorizationstatement, which shall be presented by the member to the department ofrevenue at the time of registration of a motor vehicle. Upon presentationof the annual statement, payment of a fifteen-dollar fee in addition to theregistration fees and documents which may be required by law, thedepartment of revenue shall issue a personalized license plate, which shallbear the emblem of the Shrine, to the vehicle owner.

3. The license plate authorized by this section shall be in a form asprescribed in section 301.129, except that such license plates shall bemade with fully reflective material with a common color scheme and design,shall be clearly visible at night, and shall be aesthetically attractive,as prescribed by section 301.130.

4. A vehicle owner, who was previously issued a plate with the Shrineemblem authorized by this section but who does not provide an emblem-useauthorization statement at a subsequent time of registration, shall beissued a new plate which does not bear the Shrine emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the enforcement of this section, and shall design allnecessary forms required by this section.
