Missouri agriculture special license plates, application, fee.

301.3079. 1. Any person, after an annual payment of an emblem-useauthorization fee to the Missouri Farm Bureau, may receive special licenseplates for any vehicle the member owns, either solely or jointly, otherthan an apportioned motor vehicle or a commercial motor vehicle licensed inexcess of eighteen thousand pounds gross weight. The Missouri Farm Bureauhereby authorizes the use of the Missouri "Agriculture in the Classroom"official emblem to be affixed on multiyear personalized license plateswithin the plate area prescribed by the director of revenue and as providedin this section. All moneys received by the Missouri Farm Bureau pursuantto this section shall be used solely to fund Missouri's agriculture in theclassroom program and to further the mission of such program. Any personmay annually apply for the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Missouri Farm Bureau, the Missouri Farm Bureaushall issue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented by the vehicle owner tothe director of revenue at the time of registration. Upon presentation ofthe annual statement and payment of a fifteen dollar fee in addition to theregular registration fees, and presentation of any documents which may berequired by law, the director of revenue shall issue to the vehicle owner aspecial license plate which shall bear the emblem of the Missouriagriculture in the classroom program and the words "MISSOURI AGRICULTURE"in place of the words "SHOW-ME STATE". Such license plates shall be madewith fully reflective material with a common color scheme and design of thestandard license plate, shall be clearly visible at night, shall have areflective white background in the area of the plate configuration, andshall be aesthetically attractive, as prescribed by section 301.130.Notwithstanding the provisions of section 301.144, no additional fee shallbe charged for the personalization of license plates pursuant to thissection.

3. A vehicle owner who was previously issued a plate with an emblemauthorized by this section, but who does not provide an emblem-useauthorization statement at a subsequent time of registration, shall beissued a new plate which does not bear such emblem, as otherwise providedby law. The director of revenue shall make necessary rules and regulationsfor the enforcement of this section, and shall design all necessary formsrequired by this section.
