Prevent Disasters in Missouri, September 11, 2001, special licenseplate, application, fee.

301.3088. 1. Any person who wishes to pay tribute to the disasterrelief efforts made in the aftermath of the events of September 11, 2001, mayapply for special license plates as prescribed by this section, for any motorvehicle such person owns, either solely or jointly, other than an apportionedmotor vehicle or a commercial motor vehicle licensed in excess of eighteenthousand pounds gross weight, after payment of an annual contribution to theAmerican Red Cross. Any contribution to the American Red Cross derived fromthis section, except reasonable administrative costs, shall be deposited inand used solely for the purposes of the Missouri state service delivery areasingle family disaster fund. Any person may annually apply for such speciallicense plates.

2. Upon annual application and payment of a twenty-five dollarcontribution to the American Red Cross disaster relief fund, the organizationshall issue to the vehicle owner, without further charge, an annualcontribution statement, which shall be presented by the owner to thedepartment of revenue at the time of registration of a motor vehicle. Uponpresentation of the annual contribution statement, payment of a fifteen dollarfee in addition to the registration fee and documents which may be required bylaw, the department of revenue shall issue to the vehicle owner a personalizedlicense plate herein described. Such license plates shall have the words"PREVENT DISASTERS IN MISSOURI" in lieu of the words "SHOW-ME STATE" and shallhave a white background with a blue and red configuration at the discretion ofthe advisory committee established in section 301.129. The license platesshall be inscribed with the image of an American flag, and further shall bemade with fully reflective material with a common color scheme and design,shall be clearly visible at night, and shall be aesthetically attractive, asprescribed by section 301.130. Notwithstanding the provisions of section301.144, no additional fee shall be charged for the personalization of licenseplates pursuant to this section.

3. A vehicle owner, who was previously issued a special license platepursuant to this section but who does not provide an annual contributionstatement at a subsequent time of registration, shall be issued a new platewhich does not bear the design as described in subsection 2 of this section,as otherwise provided by law. The director of revenue shall make necessaryrules and regulations for the administration of this section, and shall designall necessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall become effectiveunless it has been promulgated pursuant to the provisions of chapter 536,RSMo.
