Missouri-Kansas-Nebraska Conference of Teamsters special licenseplate, application, fee.
301.3101. 1. Any member of the Missouri-Kansas-Nebraska Conference ofTeamsters may receive special license plates as prescribed by this section,for any motor vehicle such person owns, either solely or jointly, other thanan apportioned motor vehicle or a commercial motor vehicle licensed in excessof eighteen thousand pounds gross weight, after an annual payment of anemblem-use authorization fee to the Missouri-Kansas-Nebraska Conference ofTeamsters of which the person is a member. The Missouri-Kansas-NebraskaConference of Teamsters hereby authorizes the use of its official emblem to beaffixed on multiyear personalized license plates as provided in this section.Any contribution to the Missouri-Kansas-Nebraska Conference of Teamstersderived from this section, except reasonable administrative costs, shall beused solely for the purposes of the Missouri-Kansas-Nebraska Conference ofTeamsters. Any member of the Missouri-Kansas-Nebraska Conference of Teamstersmay annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Missouri-Kansas-Nebraska Conference ofTeamsters, the organization shall issue to the vehicle owner, without furthercharge, an emblem-use authorization statement, which shall be presented by theowner to the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee and documents which may berequired by law, the department of revenue shall issue to the vehicle owner apersonalized license plate which shall bear the emblem of theMissouri-Kansas-Nebraska Conference of Teamsters and the words "MKN Conferenceof Teamsters" in place of the words "SHOW-ME STATE". Such license platesshall be made with fully reflective material with a common color scheme anddesign, shall be clearly visible at night, and shall be aestheticallyattractive, as prescribed by section 301.130. Notwithstanding the provisionsof section 301.144, no additional fee shall be charged for the personalizationof license plates pursuant to this section.
3. A vehicle owner, who was previously issued a plate with theMissouri-Kansas-Nebraska Conference of Teamsters emblem authorized by thissection but who does not provide an emblem-use authorization statement at asubsequent time of registration, shall be issued a new plate which does notbear the Missouri-Kansas-Nebraska Conference of Teamsters emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the administration of this section, and shall design allnecessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall become effectiveunless it has been promulgated pursuant to the provisions of chapter 536,RSMo.
