Certain Greek organizations special license plates, application, fee(Kappa Alpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha,Alpha Kappa Alpha, Zeta Phi Beta, Phi Beta Sigma).

301.3109. 1. Any current member or alumnus of the Kappa Alpha Psi,Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha, ZetaPhi Beta, and Phi Beta Sigma Greek organizations at any college oruniversity within this state may apply for special motor vehicle licenseplates for any vehicle such person owns, either solely or jointly, otherthan an apportioned motor vehicle or a commercial motor vehicle licensed inexcess of eighteen thousand pounds gross weight, after an annual payment ofan emblem-use authorization fee to the appropriate organization. KappaAlpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha KappaAlpha, Zeta Phi Beta, and Phi Beta Sigma hereby authorize the use of theirofficial emblem to be affixed on multiyear personalized license plates asprovided in this section. Any contribution to Kappa Alpha Psi, Iota PhiTheta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta,or Phi Beta Sigma derived from this section, except reasonableadministrative costs, shall be used solely for the purposes of thoseorganizations. Any member of Kappa Alpha Psi, Iota Phi Theta, Sigma GammaRho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, and Phi Beta Sigmamay annually apply for the use of the organization's emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Kappa Alpha Psi, Iota Phi Theta, Sigma GammaRho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, or Phi Beta Sigmathe organization shall issue to the vehicle owner, without further charge,an emblem-use authorization statement, which shall be presented by theowner to the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of Kappa AlphaPsi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha,Zeta Phi Beta, or Phi Beta Sigma. Such license plates shall be made withfully reflective material with a common color scheme and design, shall beclearly visible at night, and shall be aesthetically attractive, asprescribed by section 301.130. Notwithstanding the provisions of section301.144, no additional fee shall be charged for the personalization oflicense plates pursuant to this section.

3. A vehicle owner, who was previously issued a plate with the KappaAlpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha KappaAlpha, Zeta Phi Beta, or Phi Beta Sigma emblem authorized by this sectionbut who does not provide an emblem-use authorization statement at asubsequent time of registration, shall be issued a new plate which does notbear the Kappa Alpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha,Alpha Kappa Alpha, Zeta Phi Beta, or Phi Beta Sigma emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the administration of this section, and shall design allnecessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
